Yes, any foreign national who arrives in Belgium can submit an application for international protection (asylum application) to the Belgian authorities.

In very exceptional cases, the CGRS (CGRA/CGVS) can exclude a foreign national from the asylum procedure. This may be the case, for example, when a foreign national has committed a war crime or a crime against humanity or if they pose a threat to Belgian society.
